Getting the most from on-air drives is a challenge. From its beginnings, “Gross Dollars Pledged” was the success measure. Pledge fulfillment was high, premium costs were low, and average pledge grew at the rate of inflation.

As yeas passed, the demand for more “total dollars pledged” increased. More days of pledge filled stations’ calendars. More aggressive pitching and special pledge specials with attractive, higher-cost premiums filled the schedule. Productivity declined.

On air pledge drives are a more than thirty-year-old innovative attempt by the industry to make up for the shortfall in federal government funding for public broadcasting.

While public broadcasting couldn't survive without it, America provides less federal funding per capita for public broadcasting than any major country in the world.
