Based on the research below, the "Soper Manifesto" reviews the challenges facing public television's existing pledge drives and membership operations. It unveils "PTV Partners" as new, permission based, e-mail strategy of increasing viewers engagement with their local stations. The new concept is designed to run concurrently with stations' existing pledge drives and traditional membership operations.
